Why it exists

Vendor accelerators plug beside WebGPU — not replace it. Qualcomm HTP is live via nativeqnn + sibling welvet.qnn (see book §79–81).

What it is

stub/accel remains a reserved plugin slot (⬜). Real Hexagon path: github.com/openfluke/welvet/nativeqnn · BackendQNN · SyncToQNN.
